No single price is right for a marketing agency. Published surveys put typical retainers anywhere from under $500 to more than $3,000 a month. The spread comes from scope, channel, location, and who does the work. This guide covers the five common pricing models, what verifiable data says each one costs, and how to compare quotes line by line.
Five ways agencies charge
Agency quotes use one of five models, or a mix of them.
| Model | How it bills | Fits best for |
|---|---|---|
| Monthly retainer | A fixed fee each month for ongoing work | SEO, content, social media, and ad management |
| Project fee | One price for a defined deliverable | Website builds, audits, and one-time setups |
| Hourly | A rate times the hours worked | Advice, small fixes, and overflow work |
| Performance-based | A fee per lead or sale, or a bonus for hitting a target | Narrow goals with clean tracking |
| Percentage of ad spend | A share of the monthly ad budget | Paid search and paid social management |
Agencies mix these models. In SE Ranking’s 2023 survey of 135 agencies, 48% used more than one pricing model, and 22% offered hourly, project, and retainer pricing SE Ranking .
The trade-off in each model
Each model puts risk in a different place. Pick the one that matches how your work runs.
| Model | Works for you when | Watch for |
|---|---|---|
| Monthly retainer | The work is ongoing and the deliverables are listed | A fee that stays flat after the deliverables shrink |
| Project fee | The job has a clear finish line | Change orders that push the price up |
| Hourly | You need advice or a short task | Open-ended hours with no cap |
| Performance-based | Leads or sales are tracked in your own accounts | Loose definitions of a lead |
| Percentage of ad spend | The budget is steady and the work grows with it | A built-in reason to push spend up |
What a monthly retainer costs
The monthly retainer is the most common model in each of the three surveys we checked. The figures below come from each publisher’s own data, with its year and sample.
Ahrefs polled 439 SEO providers for a study last updated in August 2024. It found 78.2% charge a monthly retainer, and the most common band was $501 to $1,000 a month Ahrefs . Agencies averaged $3,209 a month and freelancers $1,348. Ahrefs built those averages by assuming each provider charges the top of its price band, so they lean high.
SE Ranking’s 2023 survey covered 135 agencies in the US, Canada, Europe, Australia, New Zealand, and Singapore. The median retainer was $1,200 a month, with $1,863 in the US and Canada and $841 in Europe SE Ranking . About 21% of agencies charged under $500 a month. Only 5% charged more than $5,000.
Prices vary inside a single agency too. In the same survey, 81% of agencies that charge retainers quoted a range, not one price. The median gap between an agency’s lowest and highest retainer was $1,500 SE Ranking . So treat the first number you hear as the start of a scope conversation.
SE Ranking’s next survey, published in December 2024, drew on pricing from 260 agencies. Of the agencies it surveyed, 94% served small or local businesses. In the pricing data, 64% charged under $1,000 a month, and 30% charged under $500 SE Ranking .
Clutch, a site that collects client reviews of agencies, puts the average monthly cost of SEO work reviewed on its site at $3,199 Clutch . Its guide, updated in September 2026, draws on data from 65,550 SEO companies and their client reviews.
| Source | Year and sample | Retainer finding |
|---|---|---|
| SE Ranking | 2023, 135 agencies | Median $1,200 a month, and $1,863 in the US and Canada |
| SE Ranking | Published December 2024, 260 agencies | 64% charge under $1,000 a month |
| Ahrefs | Updated August 2024, 439 SEO providers | Agencies average $3,209 a month, freelancers $1,348 |
| Clutch | Updated September 2026, 65,550 SEO firms | SEO work averages $3,199 a month |
Medians and averages tell different stories. A few large retainers pull an average up. A median shows the middle agency in the sample. That is one reason the SE Ranking medians sit below the Ahrefs and Clutch averages. The samples differ too.
Project fees and hourly rates
Project fees fit work with a clear end, such as a website build or an audit. SE Ranking’s 2023 survey put the median project fee at $3,250, and $3,625 in the US and Canada SE Ranking . Clutch says digital marketing projects reviewed on its site range from $10,000 to $49,999 Clutch . The two numbers measure different things. SE Ranking asked agencies for their typical fees. Clutch reports the size of projects that clients reviewed.
Clutch’s numbers for website builds run higher. Clutch puts the average cost of web design projects reviewed on its site at $38,105, drawn from a database of more than 79,260 web design agencies Clutch . An average includes the largest builds in the data. Ask for a fixed price tied to a page count and a feature list.
Hourly rates cluster near $100 in the surveys. Ahrefs found an average of $111 an hour, with $75 to $100 the most common band Ahrefs . SE Ranking’s 2023 median was $96 an hour, and $112 in the US and Canada SE Ranking . In SE Ranking’s 2024 data, 40% of US and Canadian agencies charged more than $125 an hour SE Ranking . Clutch lists $100 to $149 an hour as the average for U.S. digital marketing agencies Clutch .
Clutch’s headline hourly figure looks lower. It says most digital marketing agencies listed on Clutch charge $25 to $49 an hour Clutch . That figure covers agencies around the globe, including lower-cost markets.
Hourly billing suits advice and small jobs. Open-ended hourly work is hard to budget, so ask for a monthly cap.
Performance-based pricing
Performance pricing ties the fee to results: a price per lead, a share of sales, or a bonus for hitting a target. It sounds safe for the buyer. It is rare in practice. Only 6% of agencies in SE Ranking’s 2023 survey used performance-based pricing, and they used it alongside other models SE Ranking .
Read three terms closely in any performance deal:
- Definition. Write down what counts as a lead or a sale. A spam form fill is not a lead.
- Tracking. Measure results in your own analytics and call tracking, not in the agency’s tools.
- Guarantees. Google says no one can guarantee a #1 ranking on Google Google Search Central . A ranking guarantee is a sales line, not a pricing model.
Run the numbers on lead quality. At $50 a lead, 40 leads cost $2,000. If half of them are spam or wrong numbers, each real lead cost $100.
Cap the total payout each month. A performance deal with no cap can cost more than a retainer in a strong month.
Percentage of ad spend, and why ad spend is not the fee
Ad spend and the agency fee are two different costs. Ad spend pays Google, Meta, or another platform for clicks and views. The fee pays the agency to plan, build, and manage the campaigns. Ask for the two on separate lines in every quote.
Some paid media agencies charge a share of the monthly ad budget. Clutch’s 2026 PPC pricing guide lists it as one of the standard models Clutch . We found no recent survey with a disclosed method that reports a typical percentage. So do the math on each quote.
The math is simple. Take 15% as an example rate. At that rate, a $10,000 monthly ad budget carries a $1,500 fee. Double the budget and the fee doubles. Ask whether the work doubles too. Then ask for a minimum fee, a cap, or a flat fee once spend passes a set level.
Watch who pays the platform. Google lets an agency’s manager account pay for several client accounts and receive one consolidated invoice each month Google Ads Help . The same help page says the payments profile decides who is financially responsible for a Google Ads account. If the agency pays Google and bills you, ask for a copy of Google’s invoice each month. Or put ad spend on your own card.
Costs outside the agency fee
An agency fee pays for the agency’s time. Several other costs sit outside it. List them before you compare totals.
- Ad spend, paid to Google, Meta, or another platform.
- Software, such as call tracking, SEO tools, or a review app.
- Website hosting, domain renewal, and paid plugins or themes.
- Photo, video, and stock image licenses.
- Printing or direct mail, if the plan includes offline work.
Ask the agency which of these it pays and bills back to you, and at what markup. Ask which ones it expects you to pay directly.
What drives the price
Five factors drive the spread between quotes.
- Scope. More channels, pages, and campaigns take more hours.
- Team size. In SE Ranking’s 2023 survey, agencies with fewer than five people had a median retainer of $913. Agencies with more than 11 employees had a median of $3,050 SE Ranking .
- Location. Ahrefs found that SEO providers serving local markets averaged $1,557 a month, against $3,474 for providers serving clients worldwide Ahrefs . Clutch lists $100 to $149 an hour for U.S. agencies and under $25 for agencies in India Clutch .
- Competition. A business in a crowded market needs more work to reach the same goal than one with few rivals.
- Starting point. A site with broken tracking or thin content needs setup work before growth work.
Prices are rising. In SE Ranking’s 2023 survey, 43% of agencies had raised prices in the past 12 months, and 27% planned to raise them in 2024 SE Ranking . Ask each agency when it last raised prices and how much notice it gives before the next increase.
What a low price usually leaves out
A low quote is not a bad quote. But price buys hours, and hours limit what an agency can do. At the $100 to $149 hourly range Clutch lists for U.S. agencies, a $500 monthly retainer buys about three to five hours of work.
Check a low quote for these items:
- Strategy time with a senior person, not only task work.
- Tracking for calls, forms, and sales, set up in your accounts.
- New content each month, with an editor.
- Reports built from your own accounts.
- Ad accounts and the Business Profile in your name.
- A minimum term short enough to leave if the work stalls.
Ask each agency how many hours a month your fee covers and who spends them. Ask what the agency will not do at your price. A clear answer is a good sign.
Compare the fee with an in-house hire
Weigh any quote against the cost of hiring. The median annual wage for marketing managers was $166,790 in May 2025, according to the Bureau of Labor Statistics BLS . Benefits and payroll taxes come on top of that. A $3,000 monthly retainer comes to $36,000 a year.
The comparison is not one-for-one. An employee works only for you. An agency spreads its team across clients, but it brings several skills to one contract.
A freelancer is a third option. In the Ahrefs data, freelancers averaged $1,348 a month, about 42% of the agency average Ahrefs . One freelancer is one person, so ask who covers the work during vacations or illness.
How to compare quotes line by line
Give every agency the same written brief: your goal, your budget, your channels, and the reports you want. Then lay the quotes side by side.
| Line item | What to get in writing | Why it matters |
|---|---|---|
| Setup fee | What it buys and whether any part is refundable | Setup fees change the first-year cost |
| Monthly fee | Hours or deliverables included | Shows what the fee buys each month |
| Ad spend | Whose card the platform bills | Lets you match every dollar to a platform invoice |
| Content | Pages, posts, or ads per month | Turns a promise into a count |
| Tools | Which software costs pass through, and at what markup | Stops surprise charges |
| Reporting | Which numbers, how often, and from which accounts | Ties the fee to your goal |
| Term and notice | Minimum term, renewal, and notice period | Sets the real cost of leaving |
| Ownership | Who owns accounts, code, and content | Decides what you keep at exit |
Then turn each quote into a 12-month total. Add the setup fee, 12 months of fees, and any tool charges. A $1,000 retainer with a $3,000 setup fee costs $15,000 in year one. A $1,200 retainer with no setup fee costs $14,400.
The cheaper monthly fee is not always the cheaper contract. Run the 12-month math before you decide.
Questions to ask about price
Ask every agency the same questions, and get the answers in the proposal.
- Ask what the fee covers each month, in hours or deliverables.
- Ask who does the work, and at what level of seniority.
- Ask which costs sit outside the fee.
- Ask what the setup fee buys.
- Ask how and when the price can change.
- Ask what you owe if you leave early.
- Ask whether ad spend runs through your card or the agency’s.
Pricing terms that deserve a second look
Some pricing terms shift risk onto you. Read these slowly before you sign:
- A large setup fee due before any work starts.
- A low monthly fee tied to a 12-month minimum term.
- A percentage of ad spend with no cap.
- Tools billed in the agency’s name that you lose at exit.
- A price increase clause with no notice period.

Frequently asked
How much does a marketing agency cost per month?
Published surveys show a wide range. SE Ranking's 2024 pricing data from 260 agencies shows 64% charge under $1,000 a month, and Ahrefs' poll of 439 SEO providers put the agency average at $3,209 a month. Your price will follow your scope, channels, and market.
Is a retainer or a project fee better for a small business?
A retainer fits ongoing work such as SEO, content, and ad management. A project fee fits work with a clear end, such as a website build or an audit. SE Ranking's 2023 survey put the median project fee at $3,250 and the median retainer at $1,200 a month.
What percentage of ad spend do agencies charge?
We found no recent survey with a disclosed method that reports a typical percentage. Do the math on each quote instead. At an example rate of 15%, a $10,000 monthly ad budget carries a $1,500 fee. Ask for a minimum, a cap, or a flat fee once spend passes a set level.
Is ad spend part of the agency fee?
