ChatGPT ads hit a $1 billion run rate and open to small businesses
ChatGPT ads now sell through a self-serve Ads Manager with cost-per-click bidding. What the $1 billion run rate means and how a small business should test it.

OpenAI said on August 31, 2026, that ChatGPT ads had reached a $1 billion annualized revenue run rate in under 200 days Digiday . That day it opened self-serve ad buying in 31 European markets Digiday , following a U.S. self-serve beta that began May 5 Search Engine Journal . A small business can now buy ads inside ChatGPT on its own, with no agency in the middle.

OpenAI started testing ads on February 9, 2026, for U.S. users on its Free tier and its Go tier, which costs $8 a month TechCrunch . Subscribers to the Plus, Pro, Business, Enterprise and Education plans see no ads. Each ad carries a sponsored label and sits apart from ChatGPT’s answer. Ads are not shown to users under 18. They are not placed near sensitive or regulated topics such as health, politics or mental health TechCrunch .
In its tests, OpenAI matched ads to the subject of a conversation. Its example: a user researching recipes sees ads for grocery delivery or meal kits. Advertisers get aggregate data on ad performance, not user data TechCrunch .
Users have controls of their own. They can dismiss ads, share feedback, see why an ad appeared and manage ad personalization settings. They can view their history of ad interactions and clear it at any time TechCrunch .
What changed when Ads Manager opened
On May 5, 2026, OpenAI opened a beta self-serve Ads Manager to U.S. advertisers Search Engine Journal . Advertisers can register, upload ads, manage budgets, control pacing and track campaign results there. OpenAI called the rollout limited and planned to widen access as testing went on.
The buying options grew. Early pilot buyers paid mostly on a CPM basis, a price per 1,000 impressions. Ads Manager added cost-per-click bidding, and OpenAI said both options will stay. It added conversion tracking through a Conversions API and a pixel. Advertisers can now count purchases, sign-ups and lead form submissions after someone interacts with an ad Search Engine Journal .
Before May, advertisers bought ChatGPT ads through managed partnerships and agencies. OpenAI has expanded partnerships with the Dentsu, Omnicom, Publicis and WPP agency groups, Search Engine Journal reported Search Engine Journal . Europe followed a similar path. Ads launched in the 31 European markets earlier in August through select agency partners. Self-serve access for eligible advertisers came at the end of the month Digiday .
What a $1 billion run rate means
A run rate takes current monthly ad revenue and multiplies it by 12 Digiday . It measures pace, not money already collected. Digiday estimated that OpenAI had likely booked about $330 million in actual revenue over the first eight months of the year Digiday .
The scale is still large for a channel that started in February. Channel Insider reported that tens of thousands of advertisers use the platform and that ads run in more than 40 countries Channel Insider . OpenAI said small and midsize businesses make up a “material share” of the business. It said ChatGPT has more than 1 billion weekly active users. It has built a network of more than 50 technology and measurement partners. It said its next phase will add markets, ad formats, campaign objectives, buying options and measurement tools Channel Insider .
These figures come from OpenAI statements as reported by Digiday and Channel Insider. The sources we checked list no public minimum spend or price.
Do ads change ChatGPT’s answers?
OpenAI says no. TechCrunch quoted its launch post: “Ads do not influence the answers ChatGPT gives you, and we keep your conversations with ChatGPT private from advertisers” TechCrunch . Critics worry that ads will sway answers anyway, TechCrunch noted. No independent audit of OpenAI’s claim appeared in the reports we reviewed.
For an advertiser, the practical point is simple. You are buying a labeled ad placed apart from the answer, not a mention inside the answer. Showing up in the answers themselves is separate, unpaid work. Our report on AI chatbot use and website traffic shows how many visits AI tools send to websites today.
What it means for a business that hires an agency
Digiday summed up the European launch this way. Startups, SMBs and larger brands can now build and manage campaigns “without going through an agency first” Digiday . That changes the math for a small advertiser. You can run a small test yourself, or pay an agency to run it.
If an agency pitches ChatGPT ads, judge the pitch on measurement. A click from ChatGPT is worth something only if it turns into a lead or a sale you can count. So tracking comes first and budget comes second.
Compare results across channels. Put ChatGPT cost per lead next to your Google and Meta numbers for the same months. Google search ads are changing too, with AI Max upgrades that run into February 2027.
Watch the fee. A new channel can bring a new management fee or a higher percentage of spend. Our guide to marketing agency pricing explains the common fee models and what each one rewards. To compare agencies that run paid media, start with our PPC shortlist.
How to run a first ChatGPT ads test
A first test should show whether ChatGPT brings you leads at a cost you can accept. Keep it simple.
- Set up tracking first. Install the pixel or connect the Conversions API, then send a test lead and confirm it shows up.
- Cap the budget and the dates. Pick a fixed amount and an end date before launch.
- Run one offer to one landing page. A single clear offer makes the results easy to read.
- Judge on cost per lead. Compare it with Google and Meta for the same weeks, then decide whether to stop, hold or grow.
Questions to ask your agency
- Is conversion tracking live through the Conversions API or the pixel before we spend anything?
- What test budget and time frame do you propose, and what result justifies more spend?
- Will you bid on cost per click or CPM, and why?
- How will you compare ChatGPT cost per lead with our Google and Meta results?
- What do you charge to manage ChatGPT ads, and does the fee rise with our spend?
- Who owns the Ads Manager account and the conversion data if we part ways?
